Indexing

The short answer
A search engine storing and understanding a page so it can appear in results.
Search works in stages: crawling (fetching the page), indexing (understanding and storing it), and serving (showing it for searches). A page that isn't indexed can't appear in results at all, in classic results or AI features.
Search Console's Page indexing report lists your pages that aren't indexed and why, for example blocked by robots.txt, excluded by a noindex tag, a duplicate with another page chosen as canonical, or crawled but not indexed. URL inspection checks one page.
Google doesn't index every page it finds; useful, distinct pages with clear internal links are the ones most likely to be indexed.
In practice
In practice, check indexing for your most important pages first. Use URL inspection in Search Console: if a page isn't indexed, the tool gives the reason, such as a noindex tag, a block in robots.txt or a different canonical. Fix the reason, request indexing, and check again after Google has recrawled the page.
